Consultant’s report lays out personal qualities to be sought in district’s next superintendent

BEAUFORT – Experience, integrity and strong leadership skills are among the personal qualities the Beaufort County Board of Education will seek in the district’s next superintendent.

Those qualities and others are included in a Leadership Profile approved Wednesday night by the Board.  The 50-page report was compiled from feedback gathered from more than 1,000 residents from all areas of the county – 366 who attended a series of focus groups and town hall meetings in December and 697 who responded to an online survey.

Hazard Young Attea and Associates, the Illinois-based educational executive search firm hired by the Board to coordinate the superintendent search, will use the personal characteristics identified in the Leadership Profile as part of a national advertising campaign designed to attract applicants.  Also included in the report were various requirements set by the Board for prospective applicants.

The Board of Education’s goal is to announce its selection in April 2019 and have the new superintendent begin work on July 1 to replace Interim Superintendent Herb Berg, who was hired to lead the district during the search process.

According to the Board-approved Leadership Profile, personal characteristics desired in the district’s next superintendent are:

  • A student-first philosophy.

  • Successful experience with diverse populations in closing and/or eliminating achievement gaps.

  • Highest level of integrity.

  • Totally transparent.

  • Sensitivity to the needs of the community, parents, students and staff.

  • Collaborative leadership and the ability to garner community partnerships.

  • Exemplary communication and listening skills and the capacity to build leadership trust and respect.

  • Successful experience in obtaining the resources for achieving the district’s mission, goals and vision.

  • Ability to work collegially with the governing Board, elected officials, business, community partners and all internal and external stakeholders.

  • Understanding of school finance and South Carolina’s complex K-12 funding system.

  • Ability to access and develop community support for successful students and schools.

  • Ability to collaboratively develop a vision for the district with short- and long-term implementation plans that will garner the support of the community and staff.

  • High level of energy and passion for exemplary education opportunities for all children.

  • Listen to and understand the value of student voice.

County residents identified a number of challenges they believe the district faces, including: public trust; teacher recruitment and retention; enrollment growth; achievement gaps among minority and nonminority students; the county’s high cost of living; staff morale; failed bond referendums; Board functionality; and personal relationships among Board members.

District strengths identified by residents included: the school choice program; available technology (including the district’s “one-to-one” program that puts a mobile computing device into the hands of each student); partnerships with higher education; improved high school graduation rates; career and technology programs, STEM (Science, Technology, Engineering and Mathematics) programs; the Building a Better Beaufort scholarship program that offers two free years of college tuition to qualified students; fiscal resources; diversity; and safe schools.

Job requirements set by the Board for superintendent applicants were:

  • A minimum of five years proven successful comparable leadership experience in a complex diverse educational system/setting.

  • Successful experience in working with and improving educational outcomes in a large diverse community.

  • Advanced leadership or terminal degree is desired.

  • Must hold or show evidence of immediate eligibility for the appropriate South Carolina license certificate for the position.

  • Must agree as a condition for consideration to sign off and undergo a complete background investigation if selected as a finalist.
